Fort Bend County officials Tuesday approved the designs and project cost estimates for the expansion of three Katy-area roads despite two county commissioners’ concerns that the prices far exceed what voters had approved.

The three roads — Greenbusch, Katy-Flewellen and Katy-Gaston — are among 47 projects in the $156 million mobility bond package voters supported in May 2007.

Of those, 27 are in unincorporated areas and coordinated by the county, and the rest in the jurisdiction of municipalities. Ron Drachenberg, assistant county engineer, said the three Katy-area roads are among 17 county-sponsored projects under contract for design.

The expansion would rebuild a 2.7-mile segment of Greenbusch from Falcon Landing to Pin Oak, a 1.5-mile stretch of Katy-Flewellen from Katy-Gaston to Pin Oak, and a 1.7-mile section of Katy-Gaston from Cinco Ranch Boulevard to FM 1093 — all currently two-lane country roads with open ditches — as four-lane boulevards with divided medians, curbs and gutters. Home Sales Rise Unexpectedly but Prices Keep Tumbling

WASHINGTON (AP) — After falling for six straight months, sales of existing homes posted an unexpected increase in February which may have reflected more aggressive price cutting by sellers in some parts of the country, a real estate trade group reported.

The National Association of Realtors said that sales of existing homes rose by 2.9 percent in February to a seasonally adjusted annual rate of 5.03 million units. It was the biggest increase in a year and caught economists by surprise. They had been expecting a small decline.

The trade group reported that the median existing sales price in February fell to $195,900. That was the largest year-over-year drop on records that go back to 1999. (more…)

Using Texas Education Agency data, the Katy Independent School District contrasts ethnic diversity in 2007-08 with 1997-98 in brackets.

• White : 50.8 percent, [77.5 percent]

• Hispanic : 29.7 percent, [13.3 percent]

• Black: 9.6 percent, [4.8 percent]

• Asian Pacific Islander: 9.7 percent, [4.3 percent]

For the past decade, an average of 3,000 new students has enrolled in the Katy Independent School District each year — making it one of the fastest-growing in Texas.

From 1998 to 2008, the district has transformed from a small, homogenous and predominantly white school system to one that is sprawling and increasingly cosmopolitan.

The 181-square-mile district has made advancements in sports, technology, fine arts and other areas to keep pace with demands.

The district will open four new schools in the fall to relieve crowding and to make room for new students. (more…)

The foreclosure problem is far from a crisis

A recent listing of mortgage foreclosure rates in the 100 top areas drew a lot of attention. Released by RealtyTrac, a firm that compiles data on home foreclosures, the listing showed the number of foreclosure filings in each city, the percentage of homes being foreclosed and the percentage change from the previous year.

Though the report had some dismal news, such as the nearly 4.9 percent foreclosure rate in Stockton, Calif., a close look at the data also provides some reassuring information. It tells me, for instance, that the foreclosure crisis is a regional problem, not a systemic problem. It could become a systemic problem, of course, but we’re a long way from that.

This news will disappoint the gloom and doom crew and all of those seeking the excitement of financial upheaval. But it might be time to temper our worry and take a closer look at some of the foreclosure rate statistics. (more…)
